This new institution is the result of a regional plan that will spur revitalization of adjacent historical districts and create a vibrant academic community to meet the growing postsecondary education needs of the region over the next 20 years.
Bluegrass Community & Technical College (BCTC) was created by an innovative partnership among the Commonwealth, the City of Lexington, the University of Kentucky and the Kentucky Community and Technical College System. The college is a merger of two systems, the Kentucky Community College System and the Kentucky Technical College System, on a new campus at the former home of the Kentucky Eastern State Hospital.
Our 20-year master plan for this new 48-acre campus encompasses 17 buildings, with development organized in four phases. The plan analyzed academic programs, capacity of existing facilities, land use and zoning and opportunities and constraints. We developed conceptual cost estimates, implementation and phasing strategies for the renovation and reuse of existing buildings, new building construction, open space development and vehicular/pedestrian circulation. Initial student population is projected at 650 full-time students. A two-percent state-declared growth rate may result in an ultimate campus population of 8,150 full time students.
